by that fact that Japan was politically defeated. As an official of the Ministry of Education, Moriichi Katsuta, who later became Professor of Pedagogy at the University of Tokyo, dedicated his energy to the formulation of the curriculum guideline for civics from the beginning. Based on his works, this paper examines the learning of social studies at that time and its later development. From the present perspective, its preparation and spread had significance as waymarks of political education even though it was done under limited conditions.
